The Marine Gunnery Sergeant John David Fry Scholarship provides Post-9/11 GI Bill benefits to the children and surviving spouses of service members who died in the line of duty after September 10, 2001 while on active duty.
Beneficiaries who are eligible and enrolled in school may receive 100% of their benefits for up to 36 months.

What is the Fry Scholarship?
The Marine Gunnery Sergeant John David Fry Scholarship provides Post-9/11 GI Bill benefits to the children and surviving spouses of service members who died in the line of duty after September 10, 2001 while on active duty.
Beneficiaries who are eligible and enrolled in school may receive 100% of their benefits for up to 36 months.
Full tuition and fees are paid directly to the school on behalf of all in-state public school students.
Tuition and fees for students attending private or international schools are capped per academic year. A monthly housing allowance. A stipend for books and supplies.

How can you qualify for the Fry Scholarship?
You may fit the criteria for Fry Scholarship benefits if you are the child or surviving spouse of the following individuals:
A) A member of the Armed Forces who died in the line of duty while serving on active duty on or after September 11, 2001, or B) A member of the Armed Forces who died in the line of duty while serving on active duty prior to September
B) A member of the Armed Forces who died in the line of duty on or after September 11, 2001, while not on active duty, or
C) A member of the Selected Reserve who died on or after September 11, 2001 of a service-connected disability
As the child of a military personnel,
A) One can be married or single.
B) If you turned 18 or graduated high school prior to January 1, 2013, you are eligible to receive a Fry Scholarship until the age of 33.
C) If you turn 18 or graduate high school after January 1, 2013, you are eligible to receive a Fry Scholarship at any age over 18 or after graduation (whichever comes first).
D) You are eligible for a Fry Scholarship at any age if your parent was a member of the Selected Reserve and died from a service-connected disability while not on active duty.
E) If your parent passed away in the line of duty prior to August 1, 2011, you may be eligible for both the Fry Scholarship and the DEA program.
However, you can only use one program at a time. We limit the duration of combined benefits to 81 months of full-time training.
F) If you are receiving Dependency and Indemnity Compensation (DIC), you will be required to stop receiving it once you begin using the Fry Scholarship.
As the spouse of a military personnel
A) You will no longer be eligible for the Fry Scholarship if you remarry.
B) While using the Fry Scholarship, you can still receive Dependency and Indemnity Compensation (DIC) payments.
Please keep in mind that if your parent or spouse was “not on active duty,” it means they were a member of the Reserve serving on active duty for training or inactive duty training.
This term excludes members of the Army and Air National Guard who were on state orders (sometimes called “State Active Duty”).
What are the benefits of the Fry Scholarship?
You may be able to get benefits for up to 36 months, such as:
- Money for tuition (full in-state tuition at public schools and up to $22,805.34 per year for training at private or out-of-state schools).
- Money for a house
- Cash to buy books and school supplies
How your benefits Work
- To maintain your COE, you must submit a declaration each semester once you have completed your course registration (Certificate of Eligibility).
- The VA will send you a letter to let you know that your application for benefits has been accepted. The VA will provide up to $1,000 per year in book money ($41.67 per credit). Each fall, a new allotment of “book money” is made available.
- If you are eligible for BAH, you will receive it in a direct deposit on the first of the month. Pay is calculated on a per-day basis, with proration for months with fewer days. If you are required to live on campus, your BAH must be used to pay for your dormitory.
- After your enrollment with the VA has been processed, they will send their payment for your tuition to the Student Financials/Account Maintenance office. If your financial aid package does not cover your full tuition costs, you must submit the remaining amount no later than the last day of classes.
- Any excess funds from financial aid disbursement will be credited to your campus center account. Make sure your bank account details for direct deposits are correct.
How to apply for the Fry Scholarship
To apply, go to http://www.vba.va.gov/pubs/forms/VBA-22-5490-ARE.pdf and print out VA form 22-5490 “Dependents’ Application for VA Education Benefits.”
Send it to the VA Regional Processing Office listed in the form’s instructions.
